§ 73.001 ATTACHING TO VEHICLES.
   No person riding upon any bicycle, coaster, roller skates, sled or toy vehicle shall attach the same or himself or herself to any vehicle upon a roadway.

§ 73.002 TRAFFIC MARKINGS, SIGNS AND OTHER SIGNAL DEVICES.
   If the operator of a motorcycle, motorized bicycle, motor scooter or bicycle approaches an intersection that is controlled by a traffic-control signal, the operator may proceed through the intersection on a steady red signal only if the operator:
   (A)   Comes to a complete stop at the intersection for at least 120 seconds; and
   (B)   Exercises due caution as provided by law, otherwise treats the traffic-control signal as a stop sign and determines that it is safe to proceed.

GOLF CARTS
§ 73.015 DEFINITION.
   For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   GOLF CART. A three- or four-wheeled motor vehicle originally and specifically designed and intended to transport one or more individuals and golf clubs for the purpose of playing the game of golf on a golf course.

§ 73.016 WHERE PERMITTED; REGISTRATION AND INSPECTION.
   (A)   A golf cart may be used upon the streets and alleys of the town subject to all traffic laws, except as follows.
      (1)   Use on a state or federal highway, except for the purpose of crossing such highway, is not permitted.
      (2)   Use on any public street, alley or other right-of-way where the speed limit exceeds 30 mph is not permitted.
      (3)   Operation or parking in or on any sidewalk, walking trail or other designated pedestrian path is strictly prohibited.
   (B)   (1)   Beginning January 1, 2024, any golf cart to be operated within the limits of the town shall be registered with the town before its operation and an annual calendar-year registration fee of $10 paid to the Clerk-Treasurer at that time for such privilege. Proof of insurance shall be required at the time of registration. Such registration fees shall be maintained in a separate fund by the Clerk-Treasurer and used to assist with the enforcement of this subchapter unless otherwise determined by the Town Council. The registration is not transferable.
      (2)   At the time of registration, each golf cart shall be inspected by an officer of the Police Department to determine that the golf cart has working lights and signals and/or properly displayed emblems.

§ 73.017 EQUIPMENT REQUIREMENTS.
   (A)   A golf cart operated on the streets and alleys of the town shall at all times display either a slow-moving vehicle emblem in accordance with I.C. 9-21-9-3 or a red or amber flashing lamp in accordance with I.C. 9-21-9-4.
   (B)   All golf carts operated more than one hour before sunrise and/or one hour after sunset must have operational headlights, taillamps, turn signals and brake lights visible for at least 500 feet.

§ 73.018 OPERATOR REQUIREMENTS.
   (A)   A golf cart operated on the streets and alleys of the town shall at all times be operated by an individual who is at least 16 and one-half (16 1/2) years old and possesses a valid state-issued identification card or driver license, and shall not be operated at a speed over 30 mph.
   (B)   A golf cart operated on the streets and alleys of the town shall be registered through the Clerk-Treasurer’s office, and the registration number must be clearly displayed on both the driver and passenger side of the golf cart below the first-row seating.
