(A) Any person operating a golf cart shall not hold passengers, animals or anything else in his or her hand or hands, or on his or her lap, while the golf cart is in operation.
(B) Except as provided herein, a person may not hold or use a telecommunications device while operating a moving golf cart.
(1) A telecommunications device may be used in conjunction with hands-free or voice-operated technology.
(2) A telecommunications device may be used or held to call 9-1-1 to report a bona fide emergency.
