The Village Council hereby determines that five of the most public places within the corporate limits of the village where ordinances, resolutions, statements, orders, proclamations, notices and reports shall be posted for purposes of publication are as follows:
(A) Botkins Branch Library, 109 East Lynn Street;
(B) Village of Botkins Administrative Center, 210 South Mill Street;
(C) United States Post Office, 106 South Mill Street;
(D) First National Bank, 204 West State Street; and
(E) Meyer’s Tavern, 303 North Main Street.

Smoking of tobacco products in public buildings located within the village shall be and is hereby prohibited.

(A) The Village Administrator is hereby authorized to act in the position as the custodian of records and should be notified of any requests, discrepancies, complaints, inquiries, storage, itemization, archival or destruction of public records.
(B) The village adopts the Local Government Records Manual, 2017, authored by the Ohio County Archivists and Records Managers Association.

(A) Alarm users shall be responsible for excessive alarms sent by alarm systems on premises under their control. The fees imposed shall be based on the number of false alarms sent by the one alarm system within a calendar year.
(B) There is hereby imposed on alarm users an administrative fee, based on the cost of administration and police response to alarms, as follows:
(1) For one through four alarms, no fee shall be imposed;
(2) For the fifth and any additional alarms, a fee of $125 for each false alarm received shall be imposed; and
(3) Fees will be charged on quarterly basis.
(C) If the alarm user changes alarm monitoring companies, the alarm count will remain the same.
(D) Any fee not paid within 30 days after it is imposed will result in the alarm user having the fee assessed to the property taxes of the property.

(A) There is hereby established a video service provider (VSP) fee that is calculated by applying a VSP fee percentage of 3% to the video service provider’s gross revenues as defined in § 1332.32(B) of the Video Law, being R.C. § 1332.21 through 1332.24. All video service providers and cable television operators providing video service in the village shall apply the VSP fee percentage against gross revenues as defined in the Video Law.
(B) The VSP fee shall be paid by each video service provider providing service in the village on a quarterly basis but not sooner than 45 days nor later than 60 days after the end of each calendar quarter per R.C. § 1332.32(A).
(C) The Mayor is authorized and directed to provide any video service provider with notice of the VSP fee percentage as determined by the Council, which notice shall be given by certified mail, upon receipt of notice from such video service provider that it will begin providing video service in the village pursuant to a state-issued video service authorization.

(A) In accordance with R.C. § 7335.48(A), the position of Village Solicitor is hereby established. The Village Council has deemed it necessary to provide legal counsel for the village and its departments.
(B) The compensation of the Village Solicitor shall be as set forth from Council from time to time. The compensation shall cover the normal duties of the office of Solicitor, which includes attending Council meetings and at least two additional meetings at the request of the Mayor, Council, and/or Village Administrator, and drafting and preparation of routine ordinances and resolutions. Excluded are extraordinary services, including, but not limited to, appearances on behalf of the village, drafting and preparing of special legislative enactments, preparation of ballot issues for the village, preparations of bond issues and renewals, matters associated with the village income tax and wastewater treatment plant, zoning, and annexation issues. Such extraordinary matters shall be by prior approval of Council. The solicitor or his or her assistants shall be paid in addition for extraordinary matters.
(C) It shall be the duty of the Village Solicitor to act as attorney and counsel for the village and officers thereto in their official capacity, and as such attorney, to prepare ordinances, render legal opinions to the Council, Mayor, and Village Administrator upon request.
