For the purpose of developing, managing and utilizing geothermal resources belonging to the City and for distributing said geothermal resources to users, a system for the development, distribution and disposal of geothermal resources shall be constructed, extended, maintained, repaired, replaced, operated and removed by the City by which to provide an adequate system for the development, distribution and disposal of geothermal resources for the purpose of space heating and cooling and such other uses and purposes for which said system may be used.
