The ordinances set forth in this chapter, and in the chapters following, shall be known as the “Bloomington City Code,” and, so far as their provisions are of an administrative or nonpenal nature, shall be construed as a continuation of such ordinances; but with respect to the provisions therein for which a penalty is imposed, shall be prima facie evidence of ordinances of the city and shall be received as evidence in all courts and places without further proof.
