No public roads shall be located within high hazard areas and no building permits for residential, commercial or industrial uses will be issued within the high hazard areas, as shown on the Avalanche Overlay maps or site specific avalanche studies. All density accumulated by ownership of these lands is transferrable to contiguous land in the same ownership which is not located in a high hazard area. However, the transfer of density is not guaranteed and shall be allowed only if the Commission and the Board find it in conformance with the purposes and standards of the Planned Unit Development Ordinance 1 .
