7-3-301: OVERNIGHT PARKING PROHIBITED WITH CERTAIN EXCEPTIONS:
   A.   No person shall park a vehicle on any roadway in the city between the hours of two thirty o'clock (2:30) A.M. and five o'clock (5:00) A.M. on any day, unless otherwise provided herein.
   B.   The following vehicles are exempt from the provision of subsection A of this section:
      1.   Any vehicle registered with the state department of motor vehicles to a disabled person as defined in section 22511.5 of the Vehicle Code of the state and bearing a distinguishable license plate or placard issued by the state department of motor vehicles, subject to the provisions of subsection C of this section;
      2.   Any vehicle which cannot be parked off the roadway because of construction activity, and the department of transportation has been notified;
      3.   Any vehicle parked in a nonresidential zone for only such time as the person parking the vehicle shall be performing services pursuant to a valid city business license;
      4.   Any vehicle parked for an existing emergency purpose;
      5.   Any vehicle which has a ladened or gross weight of less than six thousand (6,000) pounds and displays a permit issued under section 7-3-303 or 7-3-306 of this article.
   C.   The exemption from the provision of subsection A of this section for vehicles registered to a disabled person shall be subject to the following restrictions:
      1.   Vehicles registered to a nondisabled driver of a disabled person are not exempt.
      2.   Only vehicles registered to city residents are exempt.
      3.   Only one vehicle per disabled person is exempt.
      4.   Only vehicles parked on the street block adjacent to the registered owner's dwelling unit are exempt. (Ord. 96-O-2262, eff. 7-19-1996; amd. Ord. 99-O-2334, eff. 10-22-1999)
