An overnight parking permit may be issued by the director of transportation to a registered nurse only if the following conditions are met:
A. There is no on site parking for the nurse on the patient's premises while attending the patient.
B. Use of a vehicle is reasonably necessary for commuting to the patient's premises.
C. The registered nurse applicant is engaged in rendering services to a seriously ill patient between the hours of two thirty o'clock (2:30) A.M. and five o'clock (5:00) A.M. (1962 Code § 3-6.2301)
