The City of Berea hereby adopts and establishes a Purchasing Policy and Manual, by reference herein, and a copy of such Purchasing Policy and Manual shall be maintained in the Office of the City Clerk. The terms and provisions of the Purchasing Policy and Manual shall govern the procurement of materials, supplies, equipment, and services, except as may be otherwise specified in the following purchasing procedures.
