No person shall engage in the business of operating or operate a roller skating rink in the City in any building or on any floor, platform or surface, any portion of which is less than 300 feet from any property used for residential purposes, unless the consent in writing is first obtained from not less than seventy-five percent (75%) of the owners of such property.
