9-1-10: COMMUNICATIONS COORDINATOR AND OFFICERS:
   (A)   Communications Coordinator:
      1.   Created: Subject to the terms and conditions of this code and policy manual, the position of village communications coordinator is hereby created.
      2.   Appointment: The village president, along with the advice and consent of the board of trustees, shall appoint the communications coordinator on an annual basis.
      3.   Compensation: The compensation for this position will be established at the time of the annual appointment.
      4.   Nature Of Work: This is a civilian personnel position. The communications coordinator will manage the operations of the communication division. This position will be administratively accountable to the chief and deputy chiefs.
      5.   Duties And Responsibilities: The duties and responsibilities described below are indicative of what the position may be asked to perform. The job description is to incorporate any municipal ordinances created for the position.
         (a)   Communications:
            (1)   The communications coordinator is the direct link between management and communications personnel. The position requires administrative and technical expertise in directing the various communications operations;
            (2)   The communications coordinator shall direct the work of subordinate communications personnel on any assigned shift;
            (3)   Ensures that communications personnel dispatch and track all police, fire, and EMS units throughout the duration of their response to calls for service;
            (4)   Ensures that communications personnel monitor and dispatch for water and public works;
            (5)   Monitors all procedures, including those related to telephone answering techniques, the delivery of services, complaint report processing and recording, E911 responses, field unit tracking, radio procedures, computerized documentation, and computer aided dispatch operations;
            (6)   Monitors all alarm reports directed to the communications center, including direct line signals and telephone alerts;
            (7)   Acts as the department's liaison to other emergency agencies/systems, i.e., Illinois commerce commission for 9-1-1;
            (8)   Researches and coordinates equipment maintenance, upgrades and operations for the division, including oversight of dictaphone recording unit and other devices used for recording communication activity;
            (9)   Works communication desk/station as needed;
            (10)   Maintains any and all necessary communication certification standards; and
            (11)   Performs any and all other duties that may be assigned by the police chief.
         (b)   Public Relations:
            (1)   Ensures that personnel process all telephone traffic in a friendly, courteous, and professional manner;
            (2)   Provides information to the public on a variety of subjects, including the status of incidents, staff availability, services provided, referrals, and administrative procedures;
            (3)   Is responsible for the use of the telecommunications device for the deaf (TDD), to provide access to public safety services for this clientele.
         (c)   Responsibilities:
            (1)   Directs training required for communications personnel;
            (2)   The communications coordinator shall instruct and advise subordinates of their duties and is responsible for the efficient and economical use of resources: manpower, equipment and facilities assigned;
            (3)   The communications coordinator is responsible for enforcing compliance with all directives and the rules and regulations of the department. As such, he/she is responsible for submitting written reports with recommendations to the chief and deputy chiefs in any instance of infraction of a directive or for commendation when applicable;
            (4)   Communications coordinator remains answerable and accountable for all job related failures on the part of their subordinates when the communications coordinator was aware of the potential for failure and failed to take the appropriate action to correct the deficiency;
            (5)   Works with employees to set job expectations and monitor productivity;
            (6)   Completes employee evaluation instruments and assists in employee development; and
            (7)   Identifies employee performance issues and recommend performance improvement measures.
         (d)   Training:
            (1)   Retains personal certification status for LEADS and CPR (first aid).
            (2)   Attends scheduled specialized training courses. (Ord. 07-1219, 2-15-2007)
   (B)   Communications Officer: The communications officer shall be organizationally responsible to the chief of police; however, he shall maintain communication functions for the fire department and police department and water department.
Under police department functions, he shall receive and record the complaints of all persons and reports of the members of the department and submit same to the shift commanding officer, or make such other disposition as may be necessary. He shall receive, send and record radio and telephone messages on all matters pertaining to police work, making prompt, accurate and necessary entries of official business in the department records in a manner prescribed for keeping of such records and shall make such records as are required of him.
Under fire department functions, he shall receive, send and record radio and telephone messages on all matters pertaining to fire work, making prompt and accurate and necessary entries of official business in the department records in a manner prescribed for keeping of such records. In case of fire or other emergencies requiring immediate action by the fire department, he shall operate emergency fire department systems notifying the firemen of place of fire or emergency. During periods of emergency, he shall operate the radio system as center of communications as required.
Under the water department function he shall receive all emergency calls dealing with water problems, notifying the water department superintendent of same, and call in emergency call repair crews when authorized to do so.
When he leaves his post for any urgent reason, a competent person shall be placed in charge during his absence. (Ord. 730, 6-2-1983; amd. Ord. 07-1219, 2-15-2007)
