7-5-7: FEES; BONDS; INSURANCE:
   (A)   1. Bond Requirements: All contractors 1 , their agents or owners, except those performing only glazing, painting and decorating, cleaning of tile, marble and mosaic work, shall before performing any work in the village, provide the building department with a license and permit bond with a certificate of insurance in the sum equal to the total cost of the proposed project. Such bond shall be an amount of not less than two thousand five hundred dollars ($2,500.00) nor need be for an amount of more than ten thousand dollars ($10,000.00) unless a higher amount is so determined to be needed by the building inspector or other village officials, to assure that the contractor, its agents or owners faithfully comply with the provisions of the building code, zoning code, and village ordinances, and any and all nonconforming work will be corrected. The building inspector or other village officials shall have the right to require the posting of a cash money bond rather than a permit bond. Such bonds shall be conditioned to save and hold harmless the village, its officials and employees from all accidents and damages that may happen and also shall accrue to and be usable by the village for such purposes as, but not limited to, the repair, replacement or bringing back into condition of any street, curb, sidewalk, trees or other damages of items located within the public right of way, including adjoining residential properties, whether such damage or injury shall be inflicted by the principal or his agents, employees or workmen, as well as to guarantee compliance with this code and any conditions of the permit issued by the village. Any repairs to any street, curb, sidewalk or village right of way shall be completed within two (2) weeks after the damage has been incurred, weather permitting.
      2.   Construction Project: The bond requirements contained herein shall apply to any residential, industrial or commercial construction project.
      3.   Waiver: A waiver of the surety bond requirements as set forth herein can be waived in the following situations:
         (a)   Upon the recommendation of the building inspector, the village board shall have the right to waive the furnishing of said bond after a review of the permit related conditions.
         (b)   A resident of the village employing a contractor for work to be done on his or her residence reserves the right to waive the furnishing of a bond upon informing the building inspector, in writing, of said request.
      4.   Certificate Of Insurance: No contractor shall be allowed to engage in business as provided in this chapter unless such contractor shall provide, in addition to all the requirements set forth herein, a certificate of insurance verifying the existence of a current public liability policy in the name of the contractor. Said insurance policy shall include coverage of personal injury in an amount not less than one hundred thousand dollars ($100,000.00) and property damage in an amount not less than fifty thousand dollars ($50,000.00). The contractor shall be required to furnish the village with a new certificate upon expiration, lapse, cancellation or other change in coverage and the building inspector shall be empowered to suspend the license of any contractor found to be in violation of this subsection.    (B)   For a permit for the construction, addition, alteration or repair of a building or structure, the fee schedule shall be as follows: (Ord. 97-999, 7-3-1997)

The permit fee of one dollar ($1.00) shall be assessed to all village residents who submit plans or drawings for the alteration, repair, remodeling of their residence.
      2.   Plan Review Fee: A plan review fee of sixty five percent (65%) of the building permit fee shall be assessed for all new construction and for the alteration and repairs exceeding one thousand dollars ($1,000.00) valuation.
      3.   Reinspection Fee: A fee of fifty dollars ($50.00) shall be assessed for each reinspection.
   (C)   For a permit for the removal of a building or structure, the applicant, contractor or owner shall pay a fee in accordance with subsection (B) of this section to the village.
   (D)   The term "estimated cost" as used in this section, means the reasonable value of all services, labor, materials and use of scaffolding and other appliances or devices entering into and necessary to the prosecution and completion of the work ready for occupancy; provided that the cost of excavating or grading, and of painting and decorating or other work that is merely for embellishment, or not necessary for the safe and lawful use of the building or structure, is not deemed a part of such estimated cost.
