919.12 SURCHARGE COMPUTATION.
   (a)    The surcharge on disposal of wastes exceeding normal concentrations as defined in Section 919.11(a) shall be determined as set forth hereunder. This surcharge shall be in addition to other charges specified under Section 919.04(d).
   (b)    The operation, maintenance and replacement cost surcharge on disposal of wastes exceeding normal concentrations shall be determined as provided herein: The excessive pounds of biochemical oxygen demand (BOD), suspended solids, ether-soluble matter and chlorine requirement will be computed by the constant 8.345 and then multiplying this product by the difference between the user's concentrations of BOD, suspended solids, ether soluble matter and chlorine requirement and the aforementioned normal concentrations in Section 919.11(a) in parts per million per weight. The surcharge for each constituent will then be determined by multiplying the excess pounds of each constituent by the appropriate rate of surcharge listed in Section 919.13. This product will then be divided by the user's estimated annual water consumption to determine the surcharge. Concentration figures in the preceding calculations shall be daily averages determined in accordance with the provisions of Section 919.11(a).
   (c)    The annual capital costs surcharge for above-normal concentrations shall be determined as provided herein: The unit charge determined under Section 919.04(f) multiplied by the percentage resulting from the division of the total unit charges for OM&R into the unit charge described under Section 919.04(e)(1) after subtracting from 1.0. The total unit charges from OM&R is the unit charge described in Section 919.04(e)(1) plus the unit charge described in Section 919.12(b).
