   919.13 SURCHARGE RATES.
   (a)    The rates of surcharge for each of the aforementioned constituents shall be determined in accordance with Section 919.10,
   (b)    These rates shall be reviewed at least annually by the Approving Authority and shall be amended by Council upon the recommendation of the Approving Authority applying such formulae.
