919.11 SURCHARGE REGULATIONS.
   (a)    Normal Concentrations. All users discharging waste into the public sewers shall be subjected to a surcharge, in addition to any other sewer service unit charges, if these wastes have a concentration greater than the following normal concentrations:
      (1)    A five-day, twenty-degree centigrade biochemical oxygen demand (BOD) of 250 ppm;
      (2)    A suspended solids content of 250 parts per million;
      (3)    An oil and grease content of 100 parts per million; or
   (b)    Items Contained in Surcharge. The amount of surcharge shall reflect the cost incurred by the City in removing the excess biochemical oxygen demand (BOD), suspended solids (TSS) and ether-soluble matter. This surcharge shall include a proportionate share of the following:
      (1)    The estimated annual operation, maintenance and replacement costs of the wastewater service; and
      (2)    The annual capital costs.
