This chapter applies to earth disturbing activities involving new, relocated or expanded underground cables, pipelines, residential or commercial subdivisions, industrial, commercial and public areas, and all other land uses not specifically exempted as described in section 1345.04. This chapter also applies if the earth disturbing activity is only clearing by cutting trees that would change the storm water runoff pattern.
