This chapter does not apply to:
(a) Land disturbing activities related to producing agricultural crops or silvicultural operations regulated by the Ohio Agricultural Sediment Pollution Abatement Rules (1501: 15-3-01 to 1501: 15-3-09 of the Ohio Administration Code).
(b) Strip mining operations regulated by Chapter 1513 of the Ohio Revised Code.
(c) Surface mining operations regulated by Chapter 1514 of the Ohio Revised Code.
(d) Earth disturbing activities involving an area less than one acre, unless such earth disturbing activity impacts a stream or wetland.
