This chapter applies to earth disturbing activities of one acre or more involving new, relocated or expanded underground cables, pipelines, residential or commercial subdivisions, industrial, commercial and public areas, and all other land uses not specifically exempted as described in Section 1343.04. Post-construction inspection requirements stated in Section 1343.08 (b) shall also apply to all permanent detention basins and retention basins existing prior to the effective date of this chapter.
