No rule of the Building Commissioner shall be effective until two weeks (2 wks.) after notice of intention to enforce it shall have been published in a newspaper of general circulation within the City or posted in the manner provided for publication of ordinances and resolutions in Section 125.01 of the Administrative Code. Any person may, in writing, during the period that the proposed rule is published or posted, appeal to the Board of Building Standards and Appeals, alleging that the proposed rule is unreasonable, arbitrary, confiscatory or contrary to the provisions of the Building Code.
