The method and manner of giving public notice of the passage of ordinances, resolutions, statements, orders, proclamations, notices and reports of a general or permanent nature, required by law or ordinance to be published, shall be published by posting copies thereof in the following places, except notices of bids for the construction of public improvements, notices of sale of bonds or notes and levying assessments, which shall be published in a newspaper of general circulation in the City of Bedford. A newspaper of general circulation shall be defined as a newspaper that is published on at least a semimonthly basis in Cuyahoga County.
