925.03 DETERMINATION OF USER CHARGES.
   (a)   Users without Waste Water Discharge Permits. Each user, not required to obtain a Waste Water Discharge Permit, shall pay the applicable user charge as established by the City and set forth in the City's schedule of user charges and fees. This charge shall be determined by multiplying the user classification charge by the determined waste water volume. The City may elect to set a fixed unit charge as set forth in the City's schedule of user charges and fees for certain user classifications based on waste water constituents and characteristics. For the purpose of determining waste water user charges the minimum Standard Classification charge shall be based upon a maximum strength of domestic waste water such as:

Oil and Grease
50 mg/l
 
   (b)   Users with Waste Water Discharge Permits. Users who are issued a Waste Water Discharge Permit under the provisions of this Title shall pay a user charge determined by multiplying the charge for each waste water constituent and characteristic by volume of water discharged.
   (c)   All persons discharging industrial waste water into the public sewers as determined under the provisions of this Title shall be subject to surcharges determined monthly solely on the basis of the following formula:
 
P = (A) x BOD5 + (B) x SS
 
P       =    monthly surcharge.
BOD5       =   pounds of biochemical oxygen demand per month in excess of maximum allowable concentration in the waste water (per Section 925.03(a)).
SS       =    pounds of suspended solids per month in excess of maximum allowable concentration in the waste water (per Section 925.03(a)).
A and B    =    refers to the total expenditures per pound of BOD5 ($0.14 per pound) and suspended solids ($0.14) per pound), respectively, to collect, convey and treat the waste water as determined by the City acting through the Engineer.
