A driver's license may be suspended or revoked at any time by the City Manager upon his own initiative or upon the recommendation of the Chief of Police or any judge of the Municipal Court of the City. Before suspending or revoking such license, the City Manager shall afford the licensee the opportunity of a hearing upon the charges.
The licensee may appeal from such order in the manner hereinafter provided for. A second suspension for the same reason or in any case a third suspension of a driver's license shall operate as a revocation of such license. No driver whose license has been revoked shall again be licensed as a taxicab driver in the City unless upon the presentation of a reason satisfactory to the City Manager. The City Manager shall notify the Police Division of all suspensions or revocations of drivers' licenses.
