The City Manager shall issue a license certificate, bearing the photograph of the licensee, to each person licensed as the driver of a taxicab. Such license certificate must, under penalty of suspension or revocation of license, be conspicuously displayed at all times in the vehicle operated by such licensee and in the manner required by the City Manager. The certificate shall be of such form and design as the City Manager shall prescribe.
