Each applicant for a driver's license under the provisions of this Chapter, shall be examined by a person designated by the City Manager as to his knowledge of the provisions of this Chapter, the traffic regulations and, if the result of the examination if unsatisfactory, he shall be refused a license. Each such applicant must, if required by the City Manager, demonstrate his skill and ability to safely handle his vehicle by driving it accompanied by an inspector.
