In case a taxicab licensed under the provisions of this Chapter is sold or otherwise removed from service as a taxicab in this City during the calendar year for which a license has been issued for its use, the City Manager may, upon application of the owner, permit the transfer of such taxicab license to a motor vehicle replacing the one so sold or removed from service without any additional fee being paid for such transfer. However, this provision shall not apply to any taxicab license which has been revoked for cause during such calendar year.
