No taxicab shall operate for hire upon the streets of the City without obtaining a license from the City Manager. Such licenses shall be for the calendar year and shall expire on March 31 next succeeding the date of issuance, unless sooner suspended or revoked by the City Manager.
Application for a license for a taxicab shall be made by the owner upon blank forms to be furnished by the City Manager. Such application shall contain the full name and address of the owner, the class of vehicle for which the license is desired, the length of time the vehicle has been in use, the number of persons it is capable of carrying, the motor power thereof and such other information as the City Manager may deem necessary, together with a policy or certificate of liability insurance as hereinafter provided for.
