The licensing and inspection of taxicabs, the inspecting and sealing of taximeters, the examining of applicants for licenses to drive such taxicabs, the licensing of drivers and the enforcing of the provisions of this Chapter shall be under the direction of the City Manager, or his designated representative hereafter, "City Manager".
