(a) "Taximeter" means a mechanical instrument or device by which the charge for hire of a taxicab is mechanically calculated, either for distance traveled or for waiting time or both, and upon which such charges shall be indicated by means of figures.
(b) "Taxicab" means any motor-driven vehicle engaged in the business of carrying passengers for hire or fare, or offered for hire or fare to the public for transportation operating within the City, except motorbuses operated on regular schedules and regularly established routes.
