703.08 SEALING OF COMBUSTION DEVICE.
   The Director may order that the use of combustion device shall be discontinued and may seal such device whenever:
   (a)   An order requiring abatement of a violation is not complied with within ten (10) days after service of such order. Except in cases of emergency, an order requiring abatement of a violation shall be preceded by a notice as provided in Section 703.06(f).
   (b)   In the case of movable equipment such as steam rollers, steam derricks, pile drivers, cranes or tar kettles, immediate correction of a condition causing a violation of this Chapter is not made by the operator of such equipment when ordered to do so by the Director or his authorized representative.
   (c)   Operation of the combustion device is deemed hazardous to persons or property by the Director. In cases of emergency, the combustion device may be sealed without notice; in others cases written notice shall be given with a time limit set for compliance.
   (d)   Repairs or alterations deemed necessary by the Director for operation of the device in conformity with this Chapter are not made within the time limit specified in the notice or within a time limit extension granted by the Director.
   (e)   Required fees are not paid within thirty (30) days of the date of an annual inspection. It shall be a violation of this Chapter for any person to break a seal affixed on a combustion device by order of the Director or his designated representative, unless breaking or removing the seal is authorized by the Director in writing.
