703.06 PERMIT FOR COMBUSTION DEVICE.
   (a)   Permit Required. No person shall erect, construct, alter or install any combustion device or part thereof in any building or other structure or on any premises until a permit has been secured from the Building Commissioner, pursuant to a formal application therefor made in writing upon forms furnished by the Building Commissioner. Each application for a permit shall be accompanied by such drawings, specifications and data as are required to verify that the proposed work will conform to the provisions of this Chapter.
   (b)   Approval of Application. The Building Commissioner shall forthwith refer each application to the Director for his approval or disapproval thereof. Within ten (10) days after application for a permit has been made, the Director or his designated representative, shall return such application to the Building Commissioner with his approval or disapproval evidenced thereon. Upon receipt of the payment of any and all required fees, the Building Commissioner shall issue such permit for which application has been made. A complete set of the approved drawings, specifications and data shall be retained and filed in the office of the Building Commissioner and one set of such approved drawings, specifications and data shall be filed with the City Manager and all work done under such permit shall be in conformity therewith. The permit shall state that the operation of such device must either continue to conform or be prohibited.
   (c)   Time Limit. If the construction, alteration, erection or installation for which a permit has been issued is not begun within six months (6 mos.) or completed within one year (1 yr.) from the date of the permit and unless an extension of time has been granted by the Building Commissioner, the permit shall be automatically canceled and all fees paid shall be forfeited.
   (d)   Inspection of Work Under Permit. The Building Commissioner shall inspect or cause to be inspected all combustion devices for which a permit was issued during, and upon completion of the work for which a permit was issued.
   (e)   Revocation of Permit. The Director shall have the power to revoke any permit issued under the provisions of this section whenever there has been any false statement or misrepresentation as to a material fact in the application or in the drawings, specifications or data accompanying the application.
   (f)   Stop Orders. Whenever any work is done which is not in conformity with the permit issued therefor or with the provisions of this Chapter, the Director shall have the power to require the immediate cessation of such work. Notice requiring stoppage of work shall be in writing and shall state the conditions under which work may be resumed.
