Whenever formal bidding is necessary by reason of the probable amount involved, two thousand five hundred dollars ($2,500) or where Council may waive formal bidding requirements on purchases up to five thousand dollars ($5,000) as permitted by Charter, Art. III, Section 3, the City Manager shall prepare specifications for the articles or services required and shall advertise the requirements of the City in accordance with provisions of the Charter and State law.
