ARTICLE VII. TREE CITY USA
Sec. 10-186. Arbor Day celebration.
   The village shall annually hold an Arbor Day celebration that focuses attention on the value of trees in the urban environment.

Sec. 10-187. Development of annual tree program.
   The village shall annually review its tree installation needs, including new projects and replacement of diseased or damaged trees, in conjunction with development of the village's annual budget.

Sec. 10-188. Maintenance of public trees and public tree projects.
   (a)   The public works department shall be responsible for the care and maintenance of trees on municipal property.
   (b)   The village shall have the right to prune, maintain, and remove any tree on public grounds which interferes with the safe flow of traffic, any traffic control device or sign.
   (c)   It shall be unlawful for any person to top or cut back to stubs the crown of any tree on public grounds, without village approval.
   (d)   Trees severely damaged by storms or other causes where the aforesaid pruning practices are impractical may be exempted from this section including dead, dying, or diseased trees, which pose a threat to the safety of the community.
   (e)   All other village departments shall cooperate fully with the public works department in carrying out the responsibilities of this section.
   (f)   Planting, maintenance, and removal activities of village trees shall meet current accepted arboricultural practices for tree care operations. Village departments, contractors, community organizations and individuals performing tree related activities on village property are required to adhere to those standards.

10-189. Tree City USA advisory board.
   The members of the parks and recreation committee shall also serve as the Tree City USA advisory board and shall have the following duties and responsibilities:
   (a)   Write and implement an annual village forestry plan regarding desired planting, maintenance, removal, fertilization, pruning, bracing and other actions with respect to village trees.
   (b)   Develop and periodically update arboricultural specifications and standards of practice regarding the planting, maintenance, removal, fertilization, pruning, and bracing of trees and shrubs on public property. Arboricultural specifications and standards of practice shall be based on the accepted standards for tree care operations in the arboricultural field.
   (c)   Review all development plans submitted by the village to ensure compliance with village ordinances, master plans, and standards with respect to trees.
   (d)   Design, implement and provide maintenance specifications for all landscaping on village property.
