(a) The public works department shall be responsible for the care and maintenance of trees on municipal property.
(b) The village shall have the right to prune, maintain, and remove any tree on public grounds which interferes with the safe flow of traffic, any traffic control device or sign.
(c) It shall be unlawful for any person to top or cut back to stubs the crown of any tree on public grounds, without village approval.
(d) Trees severely damaged by storms or other causes where the aforesaid pruning practices are impractical may be exempted from this section including dead, dying, or diseased trees, which pose a threat to the safety of the community.
(e) All other village departments shall cooperate fully with the public works department in carrying out the responsibilities of this section.
(f) Planting, maintenance, and removal activities of village trees shall meet current accepted arboricultural practices for tree care operations. Village departments, contractors, community organizations and individuals performing tree related activities on village property are required to adhere to those standards.
