1292.13 OFF-STREET LOADING REQUIREMENTS.
   Off-street loading spaces shall be provided and maintained for all business, commercial and industrial buildings in compliance with the following regulations:
   (a)   Screening for all loading areas shall be provided along any perimeter that faces a street right-of-way or adjoining property according to the screening requirements of Section 1294.07(b).
   (b)   All loading spaces shall be located on the same lot as the use served, and no part of any required yard, off-street parking area, or access drive thereto shall be used for loading or unloading purposes.
   (c)   Off-street loading spaces shall not be used, designed, intended or constructed to be used in a manner so as to obstruct or interfere with the free use of any street, alley or adjoining property.
   (d)   Access to truck loading and unloading space shall be provided directly from any public street or alley, or from a right-of-way that will not interfere with public convenience and that will permit the orderly and safe movement of trucks.
   (e)   Streets, sidewalks, alleys or other public rights-of-way or other public property shall not be used for loading purposes, nor shall vehicles be parked on such areas during loading and unloading.
   (f)   Off-street loading facilities shall be located in compliance with the building setback requirements, and the loading space shall not be used for repairing or servicing motor vehicles.
   (g)   Off-street loading spaces shall be in addition to and not considered as meeting a part of the requirements for off-street parking spaces.
   (h)   Each off-street loading space shall have the minimum dimensions of 12 feet in width, 50 feet in depth and 15 feet in height.

1292.14 IMPROVEMENT AND MAINTENANCE STANDARDS.
   All driveways, parking areas, curbs, and bumper guards shall be constructed in accordance with standards established by the City Engineer and the following:
   (a)   Paving. Except as provided in division (a)(1) of this section, all required parking spaces provided, together with their necessary access drives shall be paved with a hard surface pavement, such as asphalt or concrete approved by the City Engineer. Additional parking shall be paved in a manner adequate to eliminate dust and mud problems.
      (1)   Access drives within residential districts, where the residence is set back in excess of 75 feet from the City right-of-way, shall install a concrete apron within the City right-of-way pursuant to City standards, plus an additional 10 feet of concrete pavement from the edge of the sidewalk back towards the dwelling. Further, there shall be installed
   (b)   Drainage. Parking areas shall be graded to provide for drainage so that injury will not be caused to adjacent properties, nor will water drain across a public sidewalk or flow directly onto the street or highway pavement.
   (c)   Illumination in Open Areas. All parking areas shall be illuminated to a minimum of one foot-candle to protect the public safety. Light sources shall be so designed and located to shield and/or control adjoining residential districts and streets and shall not be of excessive brightness or cause a glare hazardous to pedestrians or drivers. The maximum height of light poles shall comply with the following:
      (1)   Residential Districts. No freestanding light post shall exceed 12 feet in height.
      (2)   Nonresidential districts. No freestanding light post shall exceed 30 feet in height.
   (d)   Curbs and Wheel/Bumper Guards. Appropriate wheel/bumper guards, curbs and markings shall be provided in order to define parking spaces, access drives or limits of paved areas and to prevent vehicles from projecting into required yards, walkways or alleys. Wheel/bumper guards shall only be utilized in specific limited locations as recommended by the City Engineer and approved by Planning Commission.
   (e)   Marking. Any off-street parking area for five or more parking spaces shall indicate the location of each parking space, the location of spaces for persons with disabilities, and the location and direction or movement along the aisles and access drives providing access thereto by painting upon the surface, by raised directional signs, or by markers or other similar measures placed on the surface.
   (f)   Signs. Signs shall be provided in accordance with Chapter 1290.
   (g)   Maintenance. Parking areas, access drives, waiting spaces and loading spaces shall be maintained in a manner to keep it as free as practicable from rubbish, paper and other loose particles, and snow and ice shall be promptly removed by the operator. All adjacent sidewalks shall be kept free from dirt, ice, sleet and snow and in a safe condition for use by pedestrians. All signs, markers or any other methods used to indicate direction of traffic movement and location of parking and/or loading spaces shall be maintained in a neat and legible condition. Any walls, trees and shrubbery, as well as surfacing of parking areas, access drives, waiting spaces and loading areas shall be maintained in good condition.

1292.15 PARKING LOT LANDSCAPING AND SCREENING.
   All screening and buffering of parking areas shall be in conformance with the regulations set forth in Chapter 1294.

1292.16 DEVELOPMENT PLAN REVIEW.
   Detailed drawings showing the features of off-street parking and loading areas shall be submitted to the Zoning Enforcement Officer for development plan review as required by Chapter 1228.

1292.17 MAJOR RECREATIONAL EQUIPMENT.
   No major recreational equipment or mobile home shall be parked or stored on any lot in a Residential District, except in a carport or enclosed building or behind the nearest portion of a building to a street. However, such equipment may be parked anywhere on residential premises for not more than twenty-four hours during loading or unloading. No such equipment shall be used for living, sleeping or housekeeping purposes when parked or stored on a residential lot or in any location not approved for such use.

1292.18 STORAGE OF COMMERCIAL VEHICLES.
   No commercial vehicle exceeding 2 tons shall be stored and/or parked on a residential lot or in a private garage. Only one commercial motor vehicle with a capacity of less than 2 tons may be stored and/or parked on a residential lot or in a private garage.

1292.19 PARKING OR STORAGE PROHIBITED.
   Except as provided in Section 1262.08(c), no vehicle, motor vehicle, commercial vehicle, recreational vehicle, mobile home, recreational equipment, boats, campers or such similar items shall be parked or stored anywhere on residential premises within a five-foot setback from an adjoining property line.
