Any official, police officer or employee of the City shall have the right at any time to enter upon the premises covered by any permit issued pursuant to this chapter for the purpose of making inspections to determine if the ordinances of the City and the laws of the State are being complied with.

Failure to comply with any provision of this chapter or with the provisions of other ordinances of the City relating to the drilling and operation of oil and gas wells shall constitute sufficient grounds to refuse to issue a permit and to revoke a permit already issued. Revocation of a permit shall remove all rights of the permit holder, subcontractor, independent contractor, employee or material supplier to drill or operate an oil or gas well.

Whoever violates or fails to comply with any of the provisions of this chapter is guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00) for each offense. A separate offense shall be deemed committed each day during or on which a violation or noncompliance occurs or continues. Nothing contained herein shall be deemed to prevent the City from obtaining additional relief at law or in equity in order to enforce this chapter.
