832.17 DELIVERY AND REMOVAL HOURS.
   (a)   Material, equipment, tools or pipe used for drilling or producing operations shall not be delivered to or removed from an oil well site except between the hours of 9:00 a.m. and 2:30 p.m., unless an actual emergency exists at the oil well site which requires such delivery or removal at a different time.
   (b)   Products removed from the site of a producing well shall be removed from the site only between the hours of 9:00 a.m. and 2:30 p.m.

832.18 MUD OR FOREIGN SUBSTANCES ON STREETS.
   All permit holders shall keep the streets and highways near the drilling site free of mud, gravel and other similar foreign substances. All mud, gravel and other similar foreign substances upon the streets and highways caused by the drilling or operation of a well shall be removed immediately by the holder of the permit for such oil well. In addition to the penalty provided in Section 832.99, failure of a permit holder to remove mud, gravel or other similar foreign substances immediately from streets and highways shall be grounds for revocation of a well permit.

832.19 ENGINE MUFFLERS REQUIRED.
   All internal combustion engines used in connection with the drilling or operation of a well shall be equipped with effective mufflers of adequate size and type in accordance with the specifications of the manufacturer of such engine.

832.20 ESCAPE OF SOUR GAS.
   The escape of deleterious gas, commonly known to the oil industry as "sour gas," shall be prevented insofar as it is possible to prevent the escape of such gas into the atmosphere from a well or from tanks or pipelines to which a well may be connected.

832.21 FENCING REQUIREMENTS.
   (a)   Prior to the commencement of drilling, the entire well site shall be enclosed and completely surrounded by a fence not less than four feet six inches in height, of a type to be approved by the Director of Public Safety. Access to the drilling site shall be through proper gates, which shall be closed when not being used for transportation to and from the site.
   (b)   All producing wells, tank batteries, pumping units and equipment appurtenant thereto shall be enclosed and completely surrounded by a fence not less than six feet in height, of a type to be approved by the Director of Public Safety.

832.22 INSPECTIONS AUTHORIZED.
   Any official, police officer or employee of the City shall have the right at any time to enter upon the premises covered by any permit issued pursuant to this chapter for the purpose of making inspections to determine if the ordinances of the City and the laws of the State are being complied with.

832.23 PERMITS TO BE OBTAINED PRIOR TO SITE OCCUPATION.
   No material, drilling rigs or other equipment shall be placed upon any drilling site until all necessary permits have been obtained in accordance with City ordinances and the laws of the State.

832.24 PERMIT REFUSAL OR REVOCATION.
   Failure to comply with any provision of this chapter or with the provisions of other ordinances of the City relating to the drilling and operation of oil and gas wells shall constitute sufficient grounds to refuse to issue a permit and to revoke a permit already issued. Revocation of a permit shall remove all rights of the permit holder, subcontractor, independent contractor, employee or material supplier to drill or operate an oil or gas well.
