No person shall remove any casing or piping of an abandoned or unmapped well until such well has been reported to the Building Inspector and to the Division of Mines, State of Ohio. No construction of any kind shall be performed over or near an abandoned or unmapped well until such time as the well has been inspected and the recommendations of the Building Inspector and the Division of Mines, State of Ohio, have been complied with.

Drilling shall be permitted twenty-four hours a day, but no driller may dress tools, sharpen bits or operate his or her forge between the hours of 9:00 p.m. and 6:00 a.m. of the next day in any area where there are inhabited dwellings within 1,000 feet of any drilling operation.

(a) Material, equipment, tools or pipe used for drilling or producing operations shall not be delivered to or removed from an oil well site except between the hours of 9:00 a.m. and 2:30 p.m., unless an actual emergency exists at the oil well site which requires such delivery or removal at a different time.
(b) Products removed from the site of a producing well shall be removed from the site only between the hours of 9:00 a.m. and 2:30 p.m.

All permit holders shall keep the streets and highways near the drilling site free of mud, gravel and other similar foreign substances. All mud, gravel and other similar foreign substances upon the streets and highways caused by the drilling or operation of a well shall be removed immediately by the holder of the permit for such oil well. In addition to the penalty provided in Section 832.99, failure of a permit holder to remove mud, gravel or other similar foreign substances immediately from streets and highways shall be grounds for revocation of a well permit.

The escape of deleterious gas, commonly known to the oil industry as "sour gas," shall be prevented insofar as it is possible to prevent the escape of such gas into the atmosphere from a well or from tanks or pipelines to which a well may be connected.
