244.04 LAW ENFORCEMENT TRUST FUND.
   (a)   The Finance Director is hereby authorized to create a new Fund, to be called the Law Enforcement Trust Fund, for the collection of the proceeds of the sale of contraband or unclaimed or forfeited property not retained for law enforcement use, as more fully set forth in Ohio R.C. 2933.43.
   (b)   The proceeds distributed from the Law Enforcement Trust Fund shall be allocated by Council only to the Police Division, and these proceeds may not be used for any Municipal purpose unrelated to law enforcement.
   (c)   The proceeds expended from the Law Enforcement Trust Fund shall be expended only to pay the costs of protracted or complex investigations or prosecutions, to provide reasonable training or expertise, to provide matching funds to obtain Federal grants to aid law enforcement, or for such other law enforcement purposes as Council determines to be appropriate.
