The Mayor is hereby authorized, as the contractual officer of the City, to review, approve and order modifications and changes to contracts for public improvements awarded under competitive bidding, provided that the net total increase of all change orders on any one contract for public improvements does not exceed five percent of the original contract or fifty thousand dollars ($50,000), whichever is lesser, and provided, further, that no change order shall be ordered that would change the general purpose of the work being done, without specific Council approval.

In addition to his or her regular compensation, as determined from time to time by Council, the Mayor shall receive the following benefits: PERS pick-up, two weeks vacation, the use of a City automobile or a vehicle allowance in the amount of two hundred ninety-one dollars ($291.00) per month, reimbursement at the rate of six cents ($.06) per mile for car mileage attributable to City business as verified by the Finance Director, and all other benefits accruing to full-time employees pursuant to this Administration Code.
