251.04 MONTHLY OPERATIONS STATEMENTS.
   The Community Development Department shall submit to the Mayor and Council detailed monthly statements showing expenditures, receipts, and other pertinent financial information. He or she shall also keep and make available to Mayor and Council all records and reports relative to administrative actions.
