As used in this chapter:
(a) “Collection contractor” means the person who has contracted with the City to provide trash collection services.
(b) "Person" means a natural person, corporation, partnership, limited liability company or other entity.
(c) "Recyclable materials" means materials that have placed by the owner thereof for collection by the City or the City trash collector and have been identified, either by color of container or other means, as material offered for recycling.
(d) "Scavenging" means the removal of trash from private or public property for the purpose of using, selling, relocating or disposing of such trash.
(e) "Trash" means discarded rubbish, refuse, paper, rags, appliances, furniture, scrap metal or other similar discarded material.
