The Municipal Engineer, who shall be duly admitted to the practice of civil engineering in the State of Ohio, and shall have been engaged in active practice of civil engineering continuously for a period of five (5) years next preceding his appointment, shall be appointed by the Mayor with the concurrence of a majority of the members of Council. The Municipal Engineer shall serve for a term not longer than the term of the Mayor who appoints him/her. His salary or rate of compensation shall be fixed, and his duties shall be as prescribed by Council.
