(a) Ohio R.C. 721.04 gives municipalities bordering on Lake Erie the ability to establish jurisdiction in Lake Erie waters beyond their natural shorelines.
(b) The City of Avon Lake establishes a harbor line as follows:
Extending between the west and east corporate limits of the City and extending into Lake Erie for a distance of two miles from the natural shoreline.
(c) The City of Avon Lake does this for all purposes of government and exercise of such powers.
