(a) There is hereby established the Board of Building Standards Assessment Fund.
(b) All monies collected by the Building Department pursuant to S.B. 359 shall be paid to the office of the Director of Finance for deposit in the Board of Building Standards Assessment Fund, along with the prescribed monthly report form developed in conjunction with the Ohio Building Officials Association.
(c) All entries to the newly established Fund shall encompass fees collected pursuant to S.B. 359, effective on and retroactive to July 5, 1993.
(d) (1) Any lot or land in the City on which sewers, drains and/or pavement have been placed shall have such sewers, drains and/or pavement installed in conformity with specifications required by the Public Works Department and/or the Department of Municipal Utilities, inspections of same made by the appropriate department and all associated Municipal fees paid prior to the issuance of a certificate of use and occupancy.
(2) There shall be no regrading of existing property that has previously been inspected and accepted for proper grading, until a permit is secured from the Public Works Department for a fee as specified in Chapter 208.
(3) Upon receipt of the proper application for a regrading permit, the Public Works Department will review the proposed regrading plan and make a determination as to its sufficiency regarding finish grades and the location of any drains or swales.
