1438.02 CERTIFICATES OF REGISTRATION AND QUALIFICATION REQUIRED.

No person shall engage in the business or act in the capacity of a contractor except pursuant to a certificate of registration and qualification issued by the Municipality, unless such person is particularly exempted by other provisions of this chapter.
