   When, in the opinion of the Planning Commission, parks, playgrounds or other public uses are reasonably necessary in the subdivision for the public health and welfare, the Commission shall specify, to the extent required, the desirable location thereof as is, in its opinion, essential to a proper development of the area or neighborhood.
   Due regard shall be shown for the preservation of outstanding natural and cultural features such as scenic spots, watercourses, and historic sites.
