The Mayor or the Recreation Director, or in his or her absence, the chief life guard or anyone authorized by the Director, may close the swimming pool facilities whenever, in his or her judgment, such action is deemed necessary or desirable for the protection of the health, safety or welfare of the residents or guests entitled to use the swimming pool facilities, or for the protection of the health,safety or welfare of the people of the City at large. Such action shall in no way entitle the holders of any admission tickets to any refund therefor.
