1056.06 SEWER SYSTEM CONSTRUCTION FUND.
   A capital improvement charge shall be levied at the rate of three cents ($0.03) per thousand gallons billable consumption. In February of each year, an amount equal to three cents ($0.03) for every 1,000 gallons of billable flow shall be transferred to the Sewer System Construction Fund.
