(a) The Safety Director's designee, upon receipt of the proper application therefor, is authorized to issue a bicycle license which shall be effective for the period specified in Section 474.12.
(b) The Safety Director's designee shall not issue a license for any bicycle when he or she knows or has reasonable grounds to believe that the applicant is not the owner or entitled to the possession of such bicycle.
(c) The Safety Director's designee shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued, the number on the frame of the bicycle for which issued and a record of all bicycle licenses.
