240.04 YOUTH BUREAU.
   (a)   A Youth Bureau is hereby established in the Police Department for purposes of processing complaints involving juvenile offenders, assisting juvenile authorities in the processing of juvenile offenses, advising the Mayor and Council, through the Chief of Police, of recommendations for improving the enforcement of the law regarding juveniles, and counseling youthful offenders and their parents.
   (b)   The Bureau shall be directed by a Youth Bureau Director, who shall be appointed by the Mayor, with the affirmative concurrence of Council, to serve a term concurrent with that of the Mayor and Council, and who shall continue to serve in such capacity at the pleasure of the Mayor and Council. Such position shall not be part of the classified service.
