220.23 PARLIAMENTARY AUTHORITY.
   (a)   Technicalities of parliamentary procedure shall not be invoked except when necessary to avoid or prevent an interruption of the orderly procedure of business before Council.
   (b)   Robert's Rules of Order Newly Revised shall govern the proceedings of Council in all cases not provided for by this chapter or the Charter, and in any case where they are not inconsistent with this chapter.
   (c)   The Presiding Officer shall adhere to and enforce the parliamentary authority, together with the rules contained in this chapter.
